Club Rules

Please ensure that you familiarize yourself with the Club Rules.

TITLE

The Club shall be known as the Finchley Racing Team; its objective shall be the encouragement of cycling for all.

AFFILIATION

The club shall affiliate annually to the following cycling bodies, British Cycling, LVRC, ERRL. The club shall also affiliate to any other cycling or sporting body that the Team Committee feels appropriate.

MEMBERSHIP

A. Is open to all people subject to the approval of the Team Committee.

B. A member who resigns from the club may be presented with trophies won by themselves whilst a member of the club, but on resignation must relinquish all trophies.

Note The Committee recommends that ALL members have Third Party Insurance Cover by joining the BC.

1. Whilst Riding in Road, Criterium, Time Trials, Cyclo Cross or Track Races under the Rules of British Cycling you will have Third Party Cover via your Racing Licence or Day Membership
2. Whilst Riding in Road, Criterium or Track Races under the Rules of LVRC you will have Third Party Cover via your Racing Licence or Day Membership
3. Whilst Riding in Time Trial or Hill Climb under the Rules of CTT you have Third Party Cover via your Club Membership or Guest Membership.
4. Gold Members of British Cycling have Third Party Cover at all time whilst riding a bike
5. Members of The CTC have Third Party Cover at all times whilst riding a bike (the exception being all forms of racing other than Time Trials)
6. Whilst Riding in Audax UK Events you will have Third Party Cover
7. Some people have Third Party Cover via their Household Insurance (Please Check your Policy)

HONORARY MEMBERSHIP

Is open to approved people, such members having the privileges of full members, but is debarred from racing and voting at general meetings. Honorary Life membership may be conferred on such members, as the club seems fit.

NON RIDING MEMBERSHIP

Is open to those who have ceased to take part in any form of cycle riding

JUVENILE MEMBERSHIP

A. Is open to those person's up to & not attaining the age of 16. Application for this class of membership must be made by a parent or guardian and countersigned by one senior member of the club.

B. Juvenile members are to enjoy full privileges of membership except that they shall be debarred from voting at general meetings.
C. Other than being included in Family Memberships, renewal of Juvenile Membership will require the filling in of a Club Membership Application Form on an annual basis as defined in Rule 6(a).

JUNIOR MEMBERSHIP

Is open to all juniors as defined in the BRITISH CYCLING Rules.

SECOND CLAIM MEMBERSHIP

A. Is accepted by the club, provided that those members are affiliated to the BRITISH CYCLING.
B. Formal applications for Second Claim Membership duly proposed and seconded, will be considered by the Committee. Such applications will not to be rejected by Committee unless serious objections are received.
C. These members can enjoy full privileges except that they be debarred from voting at general meetings, taking club records, trophies, shields, championship awards, scratch & handicap medals in club events.
D. Military Personnel will be allowed to compete and qualify for Club Championships even if they are 2nd Claim Members
E. That a team member can only ride for the club he is registered with at any time, unless they have prior permission from the committee

FAMILY MEMBERSHIP

Family Memberships is open to parents and children up to and not attaining the age of 18 resident at the same address or two adults living at the same address.

SUBSCRIPTIONS

A. Subscriptions shall be due on the 1st January of each year.
B. Members not paying their subscriptions by February 28th will forfeit their membership, and on applying for re-admission into the club shall be charged a £1.00 re-entrance fee.
C. Subscriptions from new members shall be due from the time of membership being approved by the Management Committee.
D. New members subscriptions due and paid after 30th September, are to carry forward until the end of the following year.
E. Honorary members are exempt from subscriptions.

TEAM COMMITTEE

A. The club's affairs are to be run by a Committee, which shall be known as the Team Committee. The Committee shall consist of Chairman, General Membership Road /Track Secretary, Treasurer, Club Captain, News Letter Editor IT, Press Secretary, and upto four other first claim members.
B. The Committee will meet once every 3 month, at a previously decided venue. The Committee will meet only if a "QUORUM" of 5 members including the Chairman is present. If a "QUORUM" is not present, the meeting shall be postponed until the following month. The Committee may elect a Deputy Chairman for the meeting from among its members if the Chairman is absent.
C. Any Committee member missing three consecutive meetings and not able to give a satisfactory explanation will be required to resign from the Committee and that member's place will be taken by another club member invited by the Committee.
D. The Committee shall have the power to expel or suspend any member who, in their opinion, behaves in a manner likely to be detrimental to the club or any member who constantly infringes Club rules.
E. The Team Committee shall neither repeal nor amend any of the standing orders of the club, neither shall it repeal nor amend any decision of major policy made by the Annual General Meeting. The following person's may attend and speak at Committee Meetings but may not vote.
Any other person's whom the Committee feel appropriate for the transaction of business.
F. The Financial year to close on, 30th November.

RULES GOVERNING GENERAL MEETINGS

A. The Annual General Meeting of the club will be held on the first Tuesday in December, or as near as possible thereto; the Team Committee to decide.
B. A Date Fixing Meeting shall be held during the third week in August to decided the events, organisers, courses and dates of the open events the club is promoting the following year. The promotion of any events not placed before the date fixing meeting must be ratified by the following A.G.M.
C. The first business of the A.G.M. will be to elect a Chairman who will preside over the meeting & all Committee meetings thereafter until the day of the next A.G.M.
D. An Extraordinary General Meeting may be called upon supplication of not less than 25% of the paid up membership.
E. Members entitled to vote at all general meetings will be those with at least six calendar months membership.
F. The rules of debate shall apply for the purpose of the conduct of all general meetings, that each member shall be entitled to speak once, either for or against the motion being debated. The exception being the mover, who will be allowed to reply at the end of the debate & answer questions. The Chairman shall have discretionary powers to allow the motion to be "discussed" if he thinks that it will be better resolved that way. This would apply only if the motion was not one that would radically affect club policy.
G. Voting at all general meetings will be by show of hands unless a proposal for a ballot is mooted.
H. Decisions taken at the A.G.M. shall not be repealed except by future A.G.M.'s or E.G.M.'s.
I. Agendas for all general meetings shall be circulated at least 4 days prior to the day of the meeting. Items for inclusion on the agenda must be submitted to the Secretary at least 14 days prior to the date of the meeting.
J. The team and sponsor has no responsibility for any rider. Members and other public riders that choose to ride with us on club runs, social events, ride under their own risk and should have adequate cover.

MARSHALLING

The Club requires that members competing in Club Events shall assist in Marshalling Open & Association events.

EXPENSES

A. The club may assist first claim members with a contribution towards the cost of travel when representing the club at National Championships. Claims will be decided by the committee at the end of the financial year (30th December) and will be subject to a maximum budget of 10% of available club funds. Individual claims will be restricted to a maximum of £50.00 per event.
B. The club may also assist members with cost of attending coaching courses such as Youth Week. Financial assistance provided during the year will be deducted from the funds available for expenses at the end of the financial year.
C. If the club dissolves, membership fees and sponsorship funds shall be evenly distributed back to the riders and the sponsor. If a new club is to be formed then the members fee shall be put towards registration of the new club. Once all debts are paid the club will close for business.
